The decision to issue or refuse a visa always lays with the Consular Service. In order to avoid any fraud with the appointment booking system the Consular Section accepts the files of those whose data was indicated at the time of booking an appointment. In case of the presentation of a wrong data the file is rejected. A single appointment gives the right to submit a single file. 

Applicants from third countries (non-citizens of Guinea or Sierra Leone) should present a document authorizing the right to reside (for example, residence card) in Guinea or Sierra Leone for more than 180 days when submitting documents for all types of visas.

PRIVATE VISA

Private visa is issued on the basis of:  

  • The invitation which is provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation. Such an invitation may be issued on the demand of a Russian citizen, a permanent resident of the Russian Federation or a legal person. 
  • The decision of the Ministry of Foreign Affairs of the Russian Federation. 
  • An application request in a written form of a Russian citizen accompanying foreign citizens who are the members of his/her family (wife, husband, minor children or incapacitated children of majority age) to the Russian Federation. 
  • A notarized application in which a citizen of the European Union, who is staying in Russia on a legal basis, invites his/her close relatives (wife, husband, children (adopted), parents, grandparents) to the Russian Federation. 

Private visa is issued for the maximum period of 90 days and may be single or double. Please note that the validity of visa depends on the validity of health insurance which is presented by an applicant. 

The documents for this type of visa should be submitted not earlier than THREE months before the date of the trip but not later than 24 hours before the entry into the territory of the Russian Federation.

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.                                                                                                          

Necessary Documents

The following documents are to be submitted so as to apply for a single or double private visa: 

  1. An invitation provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation;
  2. A valid passport which contains at least two empty page spreads. The passport should be valid at least 6 months after the expiration of the visa;
  3. The application form which is to be completed in Russian or English on the following website: https://visa.kdmid.ru/;

    IMPORTANT NOTIFICATION:
    • The online application is to be printed, signed and dated. The data should be filled in by a ballpoint black pen. 
    • British, American, Irish, Georgian and Canadian citizens are to submit TWO identical visa application forms. 

  4. A colour photograph 3.5 x 4.5 on a white background, with a clear image of face, without any sunglasses and headgear (except for those who because of their national or religious affiliation are to be photographed with a headgear in their passport);
  5. The original of an insurance which covers the entire period of the validity of the visa. The certificate must include the contract number, the name of the insurance company, the duration of staying in Russia, the stamp and the signature of a head of an insurance agency (a photocopy of a printed certificate cannot be considered to be original and will not be accepted by the Consular Section). 

Warning! The Consular Service is entitled to request additional documents, to interview an applicant or even to increase the time of visa-issuing up to 30 days.

AN INCOMPLETE DOSSIER WILL BE REFUSED

PRIVATE VISA – SPECIAL CASES 

This type of visa is issued to the foreigners travelling to the Russian Federation following the need to receive an urgent treatment or because of a serious disease or on the reason of the death of a close relative. A supporting document is to be presented. Such a visa is issued on the bases of a written request to the Ambassador. 

Private visa is issued for the maximum period of 90 days and may be single or double. Please note that the validity of visa depends on the validity of health insurance which is presented by an applicant.

An applicant should address directly to the Consular Service of the Embassy during the working hours. The booking of an appointment for this type of visa is not required. 

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.

Necessary Documents

The following documents are to be submitted so as to apply for a single or double private visa – special cases: 

  1. The confirmation of an urgent need to travel to the Russian Federation:

    - The certificate of a Russian medical organization, which is issued on a form of the organization (certified by a seal), about the necessity to receive an urgent medical treatment, hospitalization or medical exam. Also if a person in Russia needs constant care an applicant is to present a certificate proving a serious disease of the person;

    OR

    - The death certificate of a close relative of an applicant (particularly spouses, children, parents, sisters and brothers).       

    OR  

    - An international telegram informing about the death of a person. The telegram is to be certified by an official of a telecommunication service. 


  2. A valid passport which contains at least two empty page spreads. The passport should be valid at least 6 months after the expiration of the visa;
  3. A photocopy of the passport pages: photo, signature and expiration date;
  4. The application form which is to be fulfilled in Russian or English on the following website: https: //visa.kdmid.ru/;

    IMPORTANT NOTIFICATION:

    • British, American, Irish, Georgian and Canadian citizens are to submit TWO identical visa application forms. 

  5. A colour photograph 3.5 x 4.5 on a white background, with a clear image of face, without any sunglasses and headgear (except for those who because of their national or religious affiliation are to be photographed with a headgear in their passport);
  6. The original of an insurance which covers the entire period of the validity of the visa. The certificate must include the contract number, the name of the insurance company, the duration of staying in Russia, the stamp and the signature of a head of an insurance agency (a photocopy of a printed certificate cannot be considered to be original and will not be accepted by the Consular Section). 
  7. The document (original and photocopy) which confirms the kinship between an applicant and a person in Russia.

AN INCOMPLETE DOSSIER WILL BE REFUSED

 BUSINESS VISA 

This type of visa is issued to the foreigners traveling to the Russian Federation for business purposes (negotiations, seminars, conferences, meetings with business partners).

Business visa is issued on the basis of the invitation which is provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation or on the decision of the Ministry of Foreign Affairs of the Russian Federation or on the basis of an official document of a legal entity, company or host organization. 

The documents for this type of visa should be submitted not earlier than THREE months before the date of the trip but not later than 24 hours before the entry into the territory of the Russian Federation.

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.

IMPORTANT:                                                                                                        

If you need to submit several visa applications to the Consular Section, you are to book SEVERAL APPOINTMENTS.

Necessary Documents 

The following documents are to be submitted so as to apply for a single, double or multiple business visa:

  1. A written invitation (original, scanned or faxed readable photocopy) from a legal entity, company, host organization, Russian national or local authorities. The document is to be written on an official letterhead with the full contact details of the organization. The following data is to be also mentioned:

    Data about a person who is invited: surname, first name, date of birth, sex, nationality, passport number, duration and purpose of a trip, number of entries, travel itinerary;


    Data about an inviting organization: the full name of the legal entity, address, individual taxpayer number, the stamp of the organization, name and function of the person who signs the official document (if the person who signs the invitation is not a Russian citizen, a photocopy of the valid confirmation of legal stay in Russia is required). 


    OR


    An invitation provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation.


    OR


    A telex (directive) from the Ministry of Foreign Affairs of the Russian Federation (this type of invitation is sent directly to the Consular Section).



  2. A valid passport which contains at least two empty page spreads. The passport should be valid at least 6 months after the expiration of the visa;
  3. A photocopy of the passport pages: photo, signature and expiration date;

AN INCOMPLETE DOSSIER WILL BE REFUSED


 TOURIST VISA

A single or double entry tourist visa for up to 3 months or a multiple entry tourist visa for up to 6 months can be issued on the basis of the Confirmation of the reception of a tourist. The total period of stay of a foreign tourist on the territory of the Russian Federation on a multiple entry tourist visa cannot exceed 90 days within each period of 180 days.

A tourist visa may be also obtained on the basis of a booking in a hotel or other accommodation.

This hotel/accommodation should be on the unified list of classified hotels, ski slopes and beaches. A tourist visa issued on the basis of such a booking can only be single entry and its validity period is limited to the dates of the booking. In case there are several hotel bookings in different cities during one trip to the Russian Federation, the visa is issued on the basis of the first hotel along the route and information on other hotel bookings.

If necessary, you can check the details of the hotel that has made the booking confirmation, using the registration number of the hotel on the Rostourism website (классификация-туризм.рф).

IMPORTANT NOTIFICATION:

The Consular Section would like to draw your attention to the fact that, when submitting documents for a tourist visa on a booking confirmation, you should bear in mind that the registration at the place of stay of a foreign citizen on the territory of the Russian Federation will be carried out by the hotel that issued this document. The hotel has to put on the migration register all invited foreign citizens. If the Ministry of Internal Affairs of Russia does not receive the necessary information in time, the foreign citizen will be breaching the law. In case of cancellation of the booking, but obtaining a visa and staying on the territory of the Russian Federation without registering at the hotel, an administrative penalty will follow, the visa will be cancelled and the person will be placed under entry ban.

The tourist visa implies the possibility of travelling to Russia for short-term business negotiations, participation in exhibitions and medical consultations. In such a case the purpose of travel – «targeted tourism» is to be indicated in the Confirmation of the reception of a tourist.

The documents for this type of visa should be submitted not earlier than THREE months before the date of the trip but not later than 24 hours before the entry into the territory of the Russian Federation.

The Consular Section of Russian Embassy may start the visa-issuance process only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.

NECESSARY DOCUMENTS

The following documents are to be submitted so as to apply for a single, double or multiple tourist visa:

1. The Confirmation of the reception of a tourist which is issued in accordance with the provisions of Russian legislation and includes the consular reference number of a hotel or a tourist agency; 

OR The Confirmation of the hotel reservation (the hotel should be on the unified list of classified hotels, ski slopes and beaches).

IMPORTANT NOTIFICATION: A tourist visa issued on the basis of the Confirmation of the hotel reservation may only be single entry and its validity is limited to the dates of the booking.

2. A valid passport which contains at least two empty page spreads. The passport should be valid at least 6 months after the expiration of the visa;

3. The application form which is to be fulfilled in Russian or English on the following website: https: //visa.kdmid.ru/;

British, American, Irish, Georgian and Canadian citizens are to submit TWO identical visa application forms.

5. The original of an insurance which covers the entire period of the validity of the visa. 6. Confirmation of payment for the return ticket;

7. Confirmation of payment for hotel accommodation.

STUDENT VISA

(ORDINARY)

This type of visa is issued on the basis of the invitation which is provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation or on the decision of the Ministry of Foreign Affairs of the Russian Federation or on the basis of an official document of a legal entity, company or host organization to the foreigners and political refuges travelling to the Russian Federation for educational purposes. 

Student visa is issued for the maximum period of 90 days and may be single or double. This is the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation which extends the visa.

The documents for this type of visa should be submitted not earlier than THREE months before the date of the trip but not later than 24 hours before the entry into the territory of the Russian Federation.

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.

Necessary Documents 

  1. An invitation provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation;

STUDENT VISA 

(ON A FEE BASIS)

This type of visa is issued on the basis of the invitation which is provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation to the foreigners travelling to the Russian Federation to study in private educational establishments. 

Student visa is issued for the maximum period of 90 days and may be only single. This is the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation which extends the visa.

The documents for this type of visa should be submitted not earlier than THREE months before the date of the trip but not later than 24 hours before the entry into the territory of the Russian Federation.

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented. 

Necessary Documents

  1. Invitation issued by the Ministry of Internal Affairs of the Russian Federation.
  2. Current passport which must not expire before 1.5 years from the date of the entry to the Russian Federation and has at least two blank pages which do need to be consecutive. 
  3. Letter of guarantee issued by the Russian university.   
  4. Copy of the agreement which is to be signed between a student and a university. 
  5. Copy of the confirmation of a tuition payment.
  6. Copy of the confirmation of an accommodation payment.   
  7. Copy of the medical insurance which is to be valid in the Russian Federation.
  8. Original of a diploma which should be legalized by the the Ministry of Foreign Affairs and International cooperation of the Republic of Sierra Leone. 
  9. Visa application form filled in and printed out from the website of the Embassy of the Russian Federation (Consular Section).
  10. Two 3x4 photos with a white back and without sunglasses or hat (one of the photos should be sticked to the visa application form)
  11. Reservation of round-trip tickets.
  12. Statement of a bank account (if an applicant has a bank statement which belongs to a third party a sponsor letter is to be performed).
  13. HIV/AIDS test results.

HUMANITARIAN VISA

This type of visa is issued to the foreigners traveling to the Russian Federation for humanitarian purposes (cultural or scientific ties).

The visa is issued on the basis of the invitation which is provided by the General Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation or on the decision of the Ministry of Foreign Affairs of the Russian Federation or on the basis of an official document of a legal entity, company or host organization.

(*) Only the citizens of the States of the European Union which have signed the EU-Russia Agreement on the facilitation of the issuance of visas of 25 May 2006 may obtain the visa on the basis of reciprocity to travel to Russia (particularly: Germany, Austria, Belgium, Bulgaria, Cyprus, Spain, Estonia, Greece, Finland, France, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, the Czech Republic) as well as the citizens of Japan and the People’s Republic of China.  

The visa-issuance process may be started by the Consular Section of Russian Embassy only after the submission of all the necessary documents. A dossier will not be accepted if one of the elements mentioned hereinafter is not presented.

AN INCOMPLETE DOSSIER WILL BE REFUSED


The citizens of the listed countries may apply for the e-visa to enter the territory of the Russian Federation. The e-visa is for a single entry and allows to travel to Russia for guest and tourist visits, business purposes, scientific and cultural cooperation, social and political activities, economic and sports events as well as in order to conduct relevant contacts and talks. 

The e-visa is issued on the basis of an application filled in online on a special website of the Consular Department of the Ministry of Foreign Affairs of the Russian Federation or via mobile app available for downloading on the above-mentioned website.

E-visa application should be submitted no later than 4 days before the intended date of the entry into Russia and accompanied by a digital full-face photo and a scanned copy of the valid passport.

According to the current legislation of the Russian Federation applicants are to pay the e-visa fee. The total amount (including the consular fee, bank commission, transaction costs and fee for preliminary data processing) is approximately 52 US dollars (taking into account fluctuations in exchange rates). The e-visas for children under 6 years old are free of charge. The only commission to pay is the transaction cost which should be approximately 2 US dollars. The e-visa is valid for 60 days ranging from the date of the issue, but the duration of staying in Russia on the basis of such a visa is limited to 16 days. 

The holders of e-visas are allowed to enter and leave the territory of the Russian Federation by air, road, rail and water transport as well as without the use of transportation facilities only through the checkpoints of the state border which are listed on the website.

Holders of the e-visas arrived in Russia are obliged to acquire a medical insurance which is valid in the Russian Federation for the entire period of their stay.

Transport companies can check the validity of e-visas on the website.

If an applicant provides any false or incorrect information, the e-visa may be rejected by the authorities or annulated at the checkpoint of the state border of the Russian Federation.
